We were invited to the Eagle Court for the older brother of a friend
of our son's. What is the normal attire for non-Scouts and what is a
typical gift?

Attire really varies, but it's a significant ceremony for the young man
so something nice would be quite appropriate.

Gifts? Our son had his Eagle court last month (at long last....).
Gifts ranged from cash and cards to humorous Scouting momentos from
campouts past to very nice items such as an illuminated crystal
paperweight in the shape of an Eagle head. My take on it is that a gift
can be as much or as little as you desire. Your presence at the
ceremony will mean more to the Scout than a gift will.

The policy varies considerably across the country and from troop to
troop. Some Eagle Courts are as elaborate as a wedding and similar
attire and gifts would be appropriate. Other Eagle Courts are informal
parents nights with street clothes appropriate and gifts only expected
from close friends and relatives. You can go partly by when and where
it is held. If it is at a church in the sanctuary at a special time,
then dress up is a good idea. If it is at a regular troop meeting, then
informal is the norm. To be safe ask someone who has been to several
Eagle courts from that troop. Dress up is always OK.

Gifts vary all over the place. If the Eagle's parents are hosting a
full meal, then gifts are the norm. If the troop is hosting the
ceremony and no meal is served, then gifts are optional. Gifts range
from something that would be very meaningful to the Scout to something
that would be useful to the Scout in his near future like travel
accessories, college items, etc. There are generic Eagle gifts at Scout
shops that cover the gamut. Again, ask someone who has been to several
Eagle courts from that troop. Gifts are always OK.

In my BSA life span gifts are of recent vintage. I didn't receive any
gifts, neither did my two sons or one co-father-in-law. Two grandsons
did receive gifts.
